Reolink Argus / solar class with a local hub or Home Hub. Events stay on a card or the hub disk. The app is not pretty. The bill is $0/month.
Best if you already own Eufy
Stay in-family so the HomeBase is not a fourth religion. Keep firmware current and treat “local” as a setting you verify, not a slogan.
Arlo and the subscription trap
Arlo still makes competent wireless hardware. The default cloud plan is the product. Buy it only if you already live in that account and refuse to run a cable.

Battery cams still need a base or a radio. Some kits use their own hub so video does not ride your crowded 2.4 GHz. None of them magic a recording into existence if the hub has no power.
